The Student Council President Of Shepard Highschool And One Of The Biggest Players In Town.

In normal schools, power is in the hands of the principal, the faculty, and the school district. And of course, each school is subordinate to the power of state and federal courts. In England, the power lies with the Headteacher, the Board of Governors, and the Local Education Authority. 

Other jurisdictions, including Scotland, may have their own arrangements. To create the illusion of students having power over their lives at school, student councils are forged. In truth, these groups are largely figurehead posts: the only real power they have is superficial, the actual election of these groups is basically one big popularity contest, and the only benefit is a student council slot on your college application under "extracurricular activities" and an extra picture in the yearbook.

Not In This Town!

In Shepard, each student government possesses decision-making powers that outrank those of the board of directors, the PTA, and the faculty, with the council reigning over all of them.

They essentially do as they please on campus, invent and change rules for fun if they wish and give themselves and their allies special privileges.

They can set you up for life and even influence your careers and thanks to Sabrina they can freely manipulate the media coming in and out of Shepard on top of her brilliant career.

Student Council President Davina Deanndra rules over them all.

No one is quite sure where she came from but she showed one day at Shepard and started attending the school and swiftly climbed the ranks to become Student Council President and from there she revamped the whole system, bringing with her so much wealth and power and resources that she quickly took control of the school while bringing in her sister and friends and assigning them to positions around the school and assigning other students who she liked.

Time is wonky in Shepard so they've been running the school for a surprisingly long time.

The Council can operate on grey and gray morality at times but they genuinely have Shepard's best interests at heart and they are willing to go to intense lengths to defend it.

Student Council President Davina Deanndra's possess an unknown amount of powers but her primary abilities revolve around Emotional Energy Manipulation. That is, the ability to create, shape and manipulate the energy that is created/generated by the emotions of every/all living things in existence capable of feeling them. They are able to increase, decrease or change it, manifest the emotional energy to physical level, etc. 

The EES, Emotional Electromagnetic Spectrum, is an energy field fueled by emotions of all sentient beings and one of the most powerful forces in the universe. 

Inadvertently, sentient beings create and generate this energy based on their emotions.

The stronger they feel it the more it radiates from them. 

It is possible to even unconsciously tap into it to supercharge yourself for brief moments before you power back down.

For the most part, she is content to absorb it from others to make it easy to manipulate them and store it away as 'fuel' for her absurdly powerful abilities: Flight, Deflector Shields, Teleportation, Energy Blasts, Constructs, Elemental Bending, Physical Enhancements and many other abilities, to the point that she appears to be downright magical at times.
On top of this, it's been hinted that she isn't entirely human either.

Her only real weaknesses are that her emotion absorption doesn't work on beings without emotions and that it is possible that, if emotions are felt strongly enough, that she could theoretically be overloaded. Finally, her overall power level drops drastically if she runs out of emotional energy to drain off. However, good luck pulling that off considering she's been hanging out in a Highschool full of hormone driven teenagers in a wacky town like Shepard and regularly charging herself off of them and could absorb emotional energy from a potential opponent.

While it is admittedly rare for her actually get involved in a fight, there is a very clear reason why she is the leader of The Council and one of the Divine Powers Of Shepard.
