The Arch-Enemy Of The Serenity City Bruiser. He is Matt's complete opposite. Decon started off as a down on his luck criminal wannabe who could not catch a break.
Essentially, Decon had downright horrible luck.
Anytime he tried anything to rise above his station, life slapped him back down. The harder he tried the harder he failed.
But every single time he got back up on his feet and kept moving forward, pushing himself forward again and again, taking every loss on the chin and using it as a learning experience.

Decon finally got his big break when The Meteor exploded above Serenity and he was one of the lucky ones who obtained superhuman abilities from the blast.
In his case, it transformed his body turning his skin glowing blue and granting him the powers of Plasma Projection and Blue Flames Projection.

His Blue Flames burn with a temperature of over 2300 F which enables him to combust wood, rock and cement and nearly reaching the melting point of iron with his flames alone and even incinerating people in seconds.

Offensively, Death Ray uses his flames by creating fireballs, flamethrower-like attacks and bursts of fire.

Defensively, Death Ray can generate enough flames to form massive walls of fire to surround his targets.

Physically considered, his fire is able to suffocate victims to death by consuming needed oxygen in an area, an aspect of his powers that Death Ray is highly resistant to. 

When Death Ray activates the Plasma aspect of his powers, his hands and legs become covered in plasma, as do his eyes. Death Ray can use this ability to shoot blasts of plasma others, explode a ring of plasma around himself, or smash into things creating a large plasma explosion. Death Ray also manipulates the plasma to move around — specifically, he seems to jump higher than normal by propelling himself with his plasma, and he can also slide quickly along the floor using his plasma. The plasma he creates appears to be hot, and when combined with his flames makes him incredibly dangerous.

Upon discovering his powers, Decon went into hiding to test them and figure them out for awhile before making his dramatic debut by breaking into a Nightmare Knight hideout and incinerating a number of them and ordering the rest to follow him and introduced himself as Death Ray.
