An entity in Priscilla's employ who is sent to investigate the Hunters and from there those closest to them. He doesn't do much aside from information gathering but they notice and try to go after him they get completely fucked over by everything coming after them to stop the pursuit until he vanishes.
For instances, stationary objects will spontaneously fly into them at impossible velocities or it forces uncharacteristic or improbable accidents on its victims.
He shows up again when they're trapped in Priscilla's home and adds to the chaotic Haunted House feel of the story.
Regarding limitations, while Mr. Omen is scarily powerful, it does have weaknesses and limitations if you know how to manipulate it.
1: His attacks are triggered by intent, so getting distracted by a different urgent matter will prevent his attacks.
2: His power protects him from pursuit, but this won't protect him if he's the one going to where his target is.

Conventional tactics and attacks will backfire on them, either the attack itself or something else going wrong and preventing the attack. Therefore, the best way to attack it is to use something that is unaffected by causality or with someone who is utilizing luck and fortune on their side.
