The Leader Of The Thunder Rebel Purgatory Gang.
One Of The Toughest Thugs In Hinansho And Leader Of One Of The Biggest Gangs: The Thunder Rebel Purgatory Gang.
Most of its members consists of regular thugs but several members are talented young martial artists in their own rights who do almost nothing but working out and fighting all the time. No time for pacifism or enlightenment either. What they teach and practice is how to brutally destroy anyone and everyone who stands in their way. To rip anyone who pisses them off apart until they're only able to scream for mercy through their broken teeth and bloodied lips while they stare in horror at your foot coming down on their face over and over again.

And Rakuyama is the leader of this gang.
One can understand why they're considered such a problem.
Chidori gets dragged into their affairs starting after she beats one of their members in a cage match for money which leads to a few of them jumping her for revenge. Chidori is able to deal with them easily enough but soon after this her fights with the gang start escalating, soon resulting in a fight against some of their top guys hitting her at the same time.
Chidori has her hands full against them and that's when Rakuyama himself steps in to test her himself.
Despite putting up a valiant effort, Chidori outright loses this fight the first time they fight.
She puts up a fight but she clearly loses here and she barely escapes.
Chidori spends awhile after this fight sulking and beating herself up even further for losing until she heals up enough to get back in fighting shape.
Realizing she can't beat him, Chidori decides to spend her time doing some self-training, splitting it between schoolwork, her parents and working out and practicing, even doing things like hardening her hands Shaolin Style.
The Gang goes back to doing gang things, including recruiting the weaker gangs into theirs and taking down the weaker dojos around the city, while Chidori hones herself in a series of montages.
Once she's strong enough, she returns to the cages to test herself. Satisfied, Chidori goes to one of the Thunders hideouts and wrecks their shit and tells them to tell Rakuyama that she's back.
In retaliation, the gang attacks her house while they are out, ransacking and vandalizing it and stealing everything they can.
The gauntlet has been thrown.
This Is War.
Meanwhile, ChampionsCross, Diva's In Defense and Dragon Kai have been defending people from the thugs, recruiting some of the dojos and even the weaker gangs have been calling a truce with them, at least until the Thunder Rebels are dealt with.
They form their own little band and Chidori tracks them down and hops down to join the party.
Immediately they notice that she's barely keeping her anger in check but it's obvious why. Her homies help her calm down and focus her anger.

Amusingly, Wakamura Toki even joins the fight, albeit in an obvious disguise inspired by Guardian.

At any rate, Chidori calls up Rakuyama and they agree to meet and settle the war.
Both groups meet in a neutral location and have at it.

After fighting through an entire crowd and some of the upper ranks, Chidori finally runs into Rakuyama fighting others. He throws away the guys he's fighting and squares off with Chidori once more.
Rematch time.
It's a brutal fight, one of the hardest Chidori had at that point in her life, but she ultimately wins, knocks him out and beats him down hard.
As the rest of the gang is being cleaned up, especially when Guardian shows up and completely turns the tables on her own, Chidori takes all of her belongings back...along with the Thunder Rebels' money. She's going to use half of it to pay for house repairs and the other half is going to her bio mom's hospital bills.
Chidori spends some time with her friends celebrating in the aftermath as the Thunder Rebels are wrapped up and arrested.
Most of the gangs go back to life as normal, albeit some of them talking about collaborating together now, while a few of them decide to just get out of that life and signs up with the dojos instead.
Chidori goes home.
Her adopted parents return home trying to get it cleaned up when they see the bag of their stolen belongings along with bags of money.
Chidori is upstairs soaking in the bath as her wounds slowly heal. Her bio mom's picture sitting on the sink all cleaned up.
Awwwww!
