Their powers are based around their durability and limited photokinesis.
The twins possess carbon skin, granting them extraordinary durability and the ability to strike with above average human strength without worrying about injuring themselves.
In addition the twins have the power to absorb and generate a specific pattern of light in a counter-illuminating reaction, which when combined with their carbon skins, allows them to become invisible provided they are wearing skintight clothing. They can also extend this power, to a limited extent, to objects they are making contact with.
In terms of weaknesses however, they are only invisible in the visible spectrum, meaning they can still be pereceived by any of the other senses. Additionally, the twins bodies are still producing heat, which means the infrared equipment can be used to perecive them.
Finally, their carbon skin, while extremely tough, also makes them very conductive and thus vulnerable to electricity. In terms of general villainy, the twins are usually content to steal things around the city but have no qualms about assaulting civilians either since nobody can see them coming. While at school they play the part of being nice and friendly to everyone to hide the darker sides of themselves from the public.
Do not be fooled however. It doesn't take much to set them off.
After all, it's amazing what you can do when you don't have to look at yourself in the mirror anymore.
The pair are a lingering threat in the background for the first part of Penelope's story while she investigates the invisible thief but once she starts getting powers and the investigation starts closing in on them, they start looking for a patsy to blame it on and to deal with Penelope before she starts becoming a potential threat.
