SIPHONING 

Siphoning works by altering the user's DNA to match the victim's, while also severing specific nerve connections in the victim's brain, shutting off their ability. 

A Superhuman's power works in different stages within their DNA and Brain. 

The first part is the genetic markers, also known as the Chimera Gene in some circles, that makes them superhuman. 

The genetic markers store all of the information necessary to use the power. 

When an ability is activated or triggered, the second component, representing an electrical pulse conveyed by the nervous system, is made, telling the genetic markers to make it work. When those genetic markers reach the brain, they interpreted to activate the ability. 

Therefore, Siphoning works by 'hacking' into their body via physical contact and her body 'reads' their DNA and her body changes itself to add their power to itself. 

This done, she damages the nerve receptors which connect the brain to the genetic markers. 

The brain wants to use the power, but they are now unable to because that important part of their body has been burnt out. 

In Summary, Penelope's body automatically reads the DNA of a superhuman by touch, copies it, then burns out their nerves so that they cannot use their own power, all at once. 

Note, however, that while Penelope is altering her own genetic structure and damaging the nerves of her targets, she doesn't steal the victims genes per say, so it is possible for them to regain their ability over time or if they are healed by another.
